A caregiver demonstrated poor judgment when she did not verify that all children sitting in a buggy were appropriately strapped in after fixing the straps for one child. The caregiver did not notice that another child had taken their arm out of the strap and was holding onto a metal rail. The caregiver moved the buggy forward while the child was holding the rail causing an elbow fracture.
